ROW Work Radar — Issue #1

Texas land and ROW work that's coming, before it hits the job boards. Monday, October 19, 2026 · Free, weekly, built by land people.

Welcome to the first issue. Every Monday we send you three things: Texas projects moving toward land acquisition, open landman and ROW jobs, and one short take. Every item links to a public source. If we're wrong, reply and we'll fix it.

🔶 Top projects this week

1. Oncor's two approved 765 kV lines are heading into easement acquisition: 424 miles, 20 counties. The PUC approved Dinosaur–Longshore (Docket 59315, 242.6 mi) and Longshore–Drill Hole (Docket 59029, 181.6 mi) on Aug 28. Motions for rehearing are still pending. Counties: Andrews, Brown, Callahan, Coke, Coleman, Comanche, Culberson, Ector, Erath, Glasscock, Hood, Howard, Loving, Martin, Reeves, Runnels, Somervell, Sterling, Taylor and Winkler. Oncor surveys and engineers the approved route before offers go out, so most landowners haven't seen an offer yet. Source: nationalrow.com/projects/oncor-765kv

2. Eiger Express: easement acquisition is underway across 19 permitted counties. This is WhiteWater's Permian-to-Katy gas line. The RRC T-4 permit lists 610 permitted miles, including laterals. A landowner attorney reports that the initial offers are coming from Norfleet agents. Construction is expected in 2027 and service in mid-2028. 3. Howard–Solstice 765 kV (AEP Texas / CPS Energy) has a route. The PUC picked Modified Route 4 on Sep 11 and signed the final order Sep 18. That's about 370 miles as filed, from southwest Bexar County to Pecos County, now running north of Uvalde County. Rehearing motions have been filed. Next come survey permission requests and appraisals. Source: nationalrow.com/projects/texas-765kv

4. Two more 765 kV cases are still in routing, not acquisition. Big Hill–Sand Lake (Docket 59182, 12 West Texas counties) and Bell County East–Big Hill (Docket 59475, 14 Central Texas counties) were both sent back to SOAH on Sep 18. Expect hiring here later. Don't expect it this quarter.

5. New RRC construction notices worth watching (PS-48, file updated Sep 18): - Energy Transfer 24" RBO to WT2 Loop: 39.2 mi, Loving and Winkler, reported start 2/15/2027 - WTG Hubbard Lateral: 30", 39.1 mi, Ellis, Hill and Navarro, reported start 4/1/2027 - Targa Keanu to Yeti 30" Loop: 18.2 mi, Ward and Winkler, reported start 1/1/2027 - Kinetik Pinnacle Connector Loop: 20", 17.1 mi, Culberson and Reeves, reported start 12/31/2026 - WWM Monahans Utility Lateral: 20", 17 mi, Ward, reported start 11/26/2026

By the time a PS-48 is filed, most easements are usually signed. These lines mean construction-phase land work: damages, restoration and access. Source: RRC New Pipeline Construction Reports

Also on the radar: Energy Transfer's Desert Southwest expansion (FERC pre-filing PF26-9, receipt area in Winkler, Loving and Reeves) and DeLa Express. DeLa suspended its FERC filing in August and says it will come back as a Texas-only line targeting 2030. If land agents start calling about it again, we want to hear.

🔶 The take

The 765 kV wave is the biggest Texas ROW hiring signal of the year, and it's landing in oil country. Twenty counties now have an approved route, and many of them already run on oilfield land work: Andrews, Ector, Howard, Loving, Martin, Reeves and Winkler. A fifth case (Howard–Solstice) just got its route too. Our read, which is an inference and not a reported fact: survey permission, title and acquisition crews will be staffed over the next several months. Agents who already know these courthouses and these landowners will be at the front of the line. If you know who's staffing these projects, send us a tip. We never print your name.
