ROW Work Radar — Issue #2

Texas land and ROW work that's coming, before it hits the job boards. Monday, October 26, 2026 · Free, weekly, built by land people.

Quick version: two big new pipelines showed up this week, two new 345 kV cases are moving at the PUC, and the 765 kV lines mostly sat still in rehearing paperwork. Every item links to a public source. If we got something wrong, reply and we'll fix it.

🔶 Top projects this week

1. Kinder Morgan said go on Permian Link: about 434 miles of new gas pipe out of West Texas. Kinder Morgan's NGPL took a final investment decision on Oct 21. The line is about 434 miles and 2.8 Bcf/d and costs about $4.2 billion. It's backed by a hyperscaler's new power plants. Their May open-season notice describes a 42-inch line from the Permian near Pecos County to NGPL's Midcontinent zone, with options as far east as Beckham County, Okla. They haven't published a county-by-county route yet. Target in service is 3Q 2030, so survey permission and routing work come before any offers. 2. East Texas: Gulf South's Texas Gateway (about 155 miles) has FERC meetings this week. FERC is preparing an EIS for about 155 miles of new 36- and 42-inch gas pipe in Panola, Shelby, San Augustine, Sabine, Jasper, Newton and San Jacinto counties, plus a new compressor station near Cleveland (Docket CP26-547). About 40% of the route runs alongside existing rights-of-way. Public scoping sessions are today (Mon, Oct 26) in Cleveland, Oct 27 in San Augustine and Oct 28 in Jasper. Comments are due Nov 12. FERC's notice tells landowners that Gulf South may contact them about easements. Sources: Federal Register notice · FERC scoping sessions

3. Two 345 kV cases to put on your list.

  • Oncor Consavvy–Long Creek 345 kV (Docket 60190): about 152–153 miles through Glasscock, Howard, Jones, Midland, Mitchell, Nolan, Shackelford and Taylor counties. The hearing is set for Nov 30–Dec 1, and the PUC's deadline to decide is Mar 15, 2027. Docket 60190 schedule filing
  • El Paso Electric Pine–McCloud 345 kV (Docket 60319): 28.6–36.2 miles in El Paso County on a typical 150-ft ROW. Filed Oct 9 and sent to SOAH Oct 14. Landowners along Link 1R (Pony Express Rd.) are already intervening. Docket 60319 filing (PDF)

4. The 765 kV lines: not much moved this week.

  • Dinosaur–Longshore (59315) and Longshore–Drill Hole (59029): on Oct 15 the PUC extended its time to rule on the rehearing motions "to the maximum extent allowed by law." The routes are still approved and the rehearing is still pending. Order, 59315 · Order, 59029
  • Howard–Solstice (59336): more rehearing motions came in Oct 7–13, including from Val Verde County. The PUC put them on its Nov 5 agenda only to extend time. Ballot memo, Oct 21
  • Big Hill–Sand Lake (59182) and Bell County East–Big Hill (59475): reply briefs on the remanded issues were filed Oct 19. Both are still in routing at SOAH. 59475 filings

5. Blackcomb's full startup looks late. SynMax reports that the last compressor station (near Uvalde) got its final air permit, but satellite imagery shows no work at that site yet. That points to a delay in full-capacity service. The line is commissioning now. If you're on restoration or damages work along it, expect the job to run longer. Source: SynMax, Oct 16

No change: the RRC hasn't posted a new PS-48 construction report since the Sep 18 file. Energy Transfer's Desert Southwest expansion (FERC PF26-9) is still in pre-filing. Transwestern filed its sixth monthly progress report Oct 9, and FERC staff sent comments on its draft resource reports Oct 20. PF26-9 docket tracker

New to the tracker (not new news): Targa's Speedway NGL line, about 500 miles of 30-inch pipe from the Permian to Mont Belvieu. A landowner attorney reports initial offers are out, and Walker County officials said in September that eminent-domain hearings were being scheduled. txcondemnationrights.com · The Huntsville Item

🔶 Our read

The next Texas ROW wave looks like pipe, not just power lines. This week Permian Link and Texas Gateway put about 590 new miles of interstate gas pipe into planning. Meanwhile the approved 765 kV routes are stuck in rehearing extensions. Our read, which is an inference and not a reported fact: survey-permission and title work for these new lines could start hiring before the 765 kV acquisition crews fully ramp. Agents in the Permian and Deep East Texas should keep an eye on who lands the land-services contracts. Know who's staffing either one? Send us a tip. We never print your name.
