ROW Work Radar — Issue #3

Texas land and ROW work that's coming, before it hits the job boards. Monday, November 2, 2026 · Free, weekly, built by land people.

Quick version: a new 345 kV case landed in Pecos County, Kinder Morgan quietly expanded a Central Texas data-center lateral, an East Texas court ruled on old pipeline easements, and the 765 kV rehearing clock now runs out in early December. Every item links to a public source. If we got something wrong, reply and we'll fix it.

🔶 Top projects this week

1. New on the board: TNMP's White Baker–Bottlebrush 345 kV in Pecos County. Texas-New Mexico Power filed for a CCN on Oct 14 (Docket 60382). It's a double-circuit 345 kV line between a planned White Baker substation near I-10 and a proposed Bottlebrush substation near US 285 and Puckett Rd. The route options run about 22 to 31 miles. The PUC sent it to SOAH on Oct 19, and SOAH's first order (Oct 21) set the intervention deadline and a prehearing conference. Rio Grande Electric Co-op has already moved to intervene. Routing is still open, so this is the stage for landowner contact and survey permission, not offers. Sources: Docket 60382 filings · Project site

2. Kinder Morgan sanctioned phases 2 and 3 of its Creekside Lateral in Central Texas. Alongside the Permian Link FID, Kinder Morgan approved the next two phases of Creekside after signing more take-or-pay deals with data center and industrial customers. It now has 750 MMcf/d of the 1.3 Bcf/d design contracted, with room to go past 2 Bcf/d. Phases come into service from 4Q 2026 through 4Q 2027. The first phase is about 11 miles of 42-inch pipe in Bastrop County. Kinder hasn't published the route for the later phases. Sources: Oil & Gas Journal, Oct 22 · kindermorgan.com: Creekside Lateral

3. The 765 kV clock: early December. The PUC extended its time on the Dinosaur–Longshore (59315) and Longshore–Drill Hole (59029) rehearing motions to the legal maximum, which is 100 days from the Aug 28 orders. By our count that's about Dec 6. Landowner attorneys told Texas Scorecard that Oncor can negotiate any time but takes a risk if it files condemnation before the order is final. Howard–Solstice (59336) is on this Thursday's Nov 5 open meeting, only to extend time. Sources: Texas Scorecard, Oct 15 · 59336 ballot memo

4. Worth knowing for title folks: an old Gulf easement didn't shut down a working pipeline. In Angelina County, Judge Todd Kassaw refused to make Westlake Chemical shut down or remove 3.5 miles of its Mont Belvieu–Longview ethylene line. Express H2O Pipeline & ROW owns century-old Gulf Oil easements across the same land and argued they were exclusive. The court found the old easements are senior but neither exclusive nor blanket, and that no harm was shown. Dormant easements are being bought up and asserted more often, so expect this one to get cited in curative and crossing work. Sources: Texas Lawbook, Oct 21 · Longview News-Journal, Oct 23

Coming up: Texas Gateway (FERC CP26-547) EIS scoping comments are due Nov 12. The Consavvy–Long Creek 345 kV hearing (60190) is Nov 30–Dec 1. Energy Transfer reports earnings Tuesday, Nov 3, and said earlier this year it expects to announce more Texas gas pipeline projects.

No change: the RRC still hasn't posted a new PS-48 construction report since the Sep 18 file.

🔶 Our read

Watch West Texas substations, not just the big lines. This is our read, an inference and not a reported fact. The 765 kV backbone is stuck in rehearing until about Dec 6, but the smaller 345 kV cases feeding it keep coming: Consavvy–Long Creek, Pine–McCloud, and now White Baker–Bottlebrush, all filed since mid-September. These shorter lines tend to move from routing to acquisition faster than the backbone does. If you work the Permian or Far West Texas, the first new acquisition work of 2027 may come from these 345 kV lines rather than the 765s. Know who's staffing any of them? Send us a tip.
